The Zoning <br />Ordinance which was originally adopted in 1964, and which we <br />believe was still in force through 1979, did not address barbed <br />wire fences in any way. Nor did it have any provision requiring <br />restrictions on boundary line fences adjacent to Residentially <br />zoned property. <br />The first mention of a Zoning Ordinance update came in <br />correspondence from our office to the City in February of 1979. <br />This correspondence indicated that although the Comprehensive Plan <br />was not completely finalized, the City was ready to proceed with <br />the Zoning Ordinance project. Ina Background Report on the Zoning <br />Ordinance revisions dated April 1979, we forwarded a copy of the <br />draft Ordinance to the City, in which Report was a comment <br />indicating that the fencing section of the Ordinance was be <br />addressed due to the previous Ordinance's inadequate treatment of <br />the issue. The current language regarding both Residential <br />districts and barbed wire were included in.this draft. <br />The Ordinance underwent several revisions over the next several. <br />months. I was unable to find the exact date of adoption, although <br />the final draft was delivered to the City in April of 1980, and was <br />adopted by June of 1980.
