C U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H MEMORANDUM TO: Joel Hanson PROM: Stephen Grittman DATE: 7 October 1994 RE: Little Canada - Water Tower Fence FILE NO: 758.10 I have researched the question of the date of adoption of the language regulating the use of barbed wire and the provisions requiring adherence to Residential fencing standards when boundary line fences are adjacent to Residential Districts. The Zoning Ordinance which was originally adopted in 1964, and which we believe was still in force through 1979, did not address barbed wire fences in any way. Nor did it have any provision requiring restrictions on boundary line fences adjacent to Residentially zoned property. The first mention of a Zoning Ordinance update came in correspondence from our office to the City in February of 1979. This correspondence indicated that although the Comprehensive Plan was not completely finalized, the City was ready to proceed with the Zoning Ordinance project. Ina Background Report on the Zoning Ordinance revisions dated April 1979, we forwarded a copy of the draft Ordinance to the City, in which Report was a comment indicating that the fencing section of the Ordinance was be addressed due to the previous Ordinance's inadequate treatment of the issue. The current language regarding both Residential districts and barbed wire were included in.this draft. The Ordinance underwent several revisions over the next several. months. I was unable to find the exact date of adoption, although the final draft was delivered to the City in April of 1980, and was adopted by June of 1980.
