Hanson <br />On December 5, 1994, Council Member Morelan suggested that we put <br />up Christmas lights on the City Hall property. The idea was to <br />light some of the trees on the corner of Little Canada Road and <br />Noel Drive. It was further suggested that the cost of doing this <br />should come from the 10% Fund given the nature of this type of <br />expenditure. <br />In discussing this matter with staff, the following issues were <br />raised: <br />* Possible negative perception on the part of some <br />members of the public by placing lights on City Hall <br />property. This would be generated from the standpoint <br />of the dollars expended for the lights as well as the <br />staff time needed to place and remove them. <br />* Concern regarding our ability to place the lights in a <br />manner which generates a positive image for the City <br />while not letting spending get out of control. (Steve <br />and I felt a couple hundred dollars should provide the <br />amount necessary for the lighting.) In discussing this <br />matter with Dave Harris, he pointed out the height of <br />the trees on the corner of Little Canada Road and Noel <br />Drive would make placement difficult without some type <br />of elevated bucket. The loader may be an option, but <br />even then some type of extension to get the lights high <br />enough on the trees would still be necessary. <br />* Given the fact that this is a new undertaking, I <br />thought the Council should comment on their comfort <br />level with this proposal. They should also approve the <br />expenditure from the 10% Fund. <br />I feel Steve's idea has merit and should be considered. Lighting <br />the City Hall property could be a nice focal point for the <br />Page 181 <br />
