EAST BROOKS AVENUE STREET IMPROVEMENT PROJECT <br />Citizen Information Meeting <br />November 22, 1994 7:45 pm <br />PROJECT SUMMARY <br />Scope: To reconstruct East Brooks Avenue between Morrison Avenue and Savage Lane. <br />Cost: $68,300 <br />Revenue: <br />Assessments to residents: <br />100% of concrete curb & gutter = $11,200 <br />0% of storm sewer = $0 <br />85% of street reconstruction = $44,000 <br />$55,200 <br />City costs: <br />0% of concrete curb & gutter = $0 <br />100% of storm sewer = $5,300 <br />15% of street reconstruction = $7,800 <br />$13,100 <br />CHANGES SINCE 1992 <br />Two City policies have been revised since the 1992 East Brooks Avenue public hearing: <br />1) residential street widths, and <br />2) street assessments <br />In 1992, East Brooks Avenue was proposed to be reconstructed to a width of 32 feet, the <br />standard width of residential streets at the time. Since 1992, the City has adopted a policy <br />of building new and reconstructed streets to different widths (28, 30, & 32 feet) based on <br />the amount of traffic expected. East Brooks Avenue qualifies for a 28 foot width (the <br />current pavement is approximately 28 feet wide). <br />Also new since 1992 is the City's street assessment policy. As shown above, the City will <br />assess 100% of new curb and gutter costs and 85% of street improvement costs. This, <br />combined with a narrower street than proposed in 1992, results in assessments being 20% <br />lower than in 1992: <br />1992 proposed assessment rate = $56.65 /foot = $5,665 per typical 100 foot lot <br />1994 proposed assessment rate = $45.56 /foot = $4,556 per typical 100 foot lot <br />Page 202 <br />
