We have reviewed a preliminary plat, preliminary grading plan and preliminary utility plan for the <br />above referenced project and offer the following comments: <br />SANITARY SEWER <br />The developer proposes to remove a portion of the existing sanitary sewer on Minnesota Street and <br />make use of other portions of the existing line. This results in much of the existing sewer lying on <br />private property instead of public right -of -way, as desired. Our comments are: <br />1) It is acceptable to have portions of the sanitary sewer on private property, provided that <br />adequate easements are dedicated and that buildings are not placed within the easements. An <br />appropriate permanent utility easement width for this line is 40 feet. <br />2) The City should own and maintain all sanitary lines downstream of the proposed manholes. <br />That is, the lines from clean outs to manholes should be privately owned and maintained. <br />3) Private driveways will be bulit over the City's sanitary sewer. It would be wise to restrict the <br />surface material to bituminous (as opposed to concrete). <br />4) It may, be wise to place restrictions on the building of decks and other structures which could <br />be bunt within the utility easements. <br />WATER MAIN <br />The developer proposes to remove a portion of the existing water main on Minnesota Street and loop <br />the system around the southern cul-de -sac. This results in much of the water main lying on private <br />property. Our comments are: <br />1) We see no reason to have any water main on private property in this case. All water main <br />should lie completely within the right -of -way (under the street, when possible). This would <br />result in more existing water main being removed. <br />STORM SEWER AND DRAINAGE <br />The developer proposes to remove a portion of the existing storm sewer on Minnesota Street and <br />relocate the line around a proposed building unit.
