1) The storm sewer proposed between units 20 and 21 will be approximately 10 -15 feet deep. <br />The closest units are shown to be approximately 10 feet from the center of this pipe. This is <br />too close to allow for future repairs of the storm sewer line. The developer has two options: <br />a) revise the building locations so that they are no closer than 20 feet, or <br />b) place a steel casing around this section of the storm sewer (this allows future <br />replacement without excavation). <br />2) Permanent utility easements must be dedicated. <br />3) It may be wise to place restrictions on the building of decks and other structures which could <br />be built within the utility easements. <br />4) Many areas within the development are proposed to have slopes that will be steeper than <br />4:1, which is the steepest slope that can be easily maintained. Some are as steep as 2.5:1. We <br />recommend that the grades be revised to meet City code or minimum maintenance standards <br />(4:1). <br />5) The developer needs to analyze the effects that additional storm water from this <br />development will have on downstream storm facilities and properties. This is particularly <br />relevant with the proposed development because storm water from a 100 -year storm event flows <br />to an entirely different area than storm water from a 5 -year event. In addition, will additional <br />storm water from this site adversely impact wetlands? <br />STREETS <br />1) The proposed 50 foot radius cul -de -sac to the north of Minnesota Street is smaller than the <br />City's standard 60 foot radius for multi -unit housing. From an engineering standpoint, we <br />recommend that the City require a 60 foot radii to provide adequate room for turning <br />movements of school buses, snow removal vehicles and fire trucks. A 50 foot radius is <br />workable, but difficult. <br />As I understand, Masterpiece Homes is proposing a substandard cul-de -sac radius primarily in <br />an effort to save a row of large trees to the east of the development. Because of the steep (3:1) <br />existing slopes along the east edge of the development, it appears that a full 60 foot radius sac <br />would require that a much Iarger area be cleared, taking numerous mature trees. <br />The City's position regarding the protection of existing mature tree stands will be the deciding <br />factor in this issue. <br />2) The possibility of extending Minnesota Street to Viking Drive in the future, eliminating the <br />awkward intersection of Rice Street and Viking Drive, will be negated with approval of this <br />development concept.
