She feels a street also looks better <br />than the cul -de -sac design options. <br />The majority of those present indicated that the turn - around is <br />not a big problem for them today. They seemed to favor allowing <br />the lot split request today and address the turn - around in the <br />future with the street reconstruction projects. <br />Another resident asked if the Jackson right -of -way could be 40' <br />instead of 50' in that Australian exists on only a 40' right -of- <br />way. Jerry Bourdon said that a 28' wide street could be <br />constructed within a 40' right -of -way, but it is very tight. <br />This would be a decision made by the Council based on policy <br />interpretations. <br />Another resident asked if the street could be 24' wide instead of <br />28' wide given the current width of the paved area of these <br />streets. Joel Hanson explained how the Council arrived at the <br />28' width requirement and said this again would have to be <br />considered by the Council as a deviation to their policy. <br />Jim Greger asked if different design layouts could be explored <br />such as a tear drop cul -de -sac or some other configuration. <br />Jerry Bourdon indicated that those alternatives could be <br />explored, but some minimum radius requirements would govern <br />construction on any turn - around system. <br />The City Administrator stated that this topic will be discussed <br />by the Council at their meeting of December 21, 1994. Staff will <br />be asking the Council for further direction as to how to proceed <br />in this matter. Notes of this meeting will be provided to the <br />Council for their consideration. The public is invited to attend <br />the meeting on the 21st. He then thanked those in attendance for <br />their presence at this evening's meeting and for their input. <br />Staff comments and recommendations: <br />1. Cul -de -sac layouts provided are intended for paving. <br />Therefore, additional right -of -way will be needed to <br />allow for snow storage (at least five feet). <br />2. In terms of total costs, the street construction option <br />is the lowest; especially if you consider added right - <br />of -way could come from the Tima property as a condition <br />of the subdivision. Doing a rough analysis, it appears <br />seven feet of right -of -way from the Tima property could <br />be used without making the new lots non - conforming. <br />Seventeen feet is questionable. Exact determinations <br />would need to be made at the time a subdivision was <br />applied for. <br />3. The cul -de -sac option appears very workable on Bluwood, <br />-4- <br />Page 55 <br />
