Hanson <br />Pursuant to your direction, I forwarded a copy of Mr. McCumber's <br />letter dated November 7, 1994 to Mr. Jackson for his comment. <br />(Copies of this correspondence are attached.) Mr. Jackson called <br />me on Thursday, November 17th and relayed his position on the <br />matter. He stated that he essentially agrees with Mr. McCumber's <br />letter except that he did not plan on doing the ivy plantings. <br />He would expect the property owner to do that. He also offered <br />another possible solution whereby the barbed wire section of the <br />fence could be lowered below the height of the top of the chain <br />link fence. He felt this would eliminate the visual problems <br />with the barbed wire. He informed me that Mr. McCumber was <br />concerned about that idea from a security standpoint. <br />Therefore, it appears that if we are to allow the existence of <br />this fence, we would require Mr. McCumber to screen it with ivy <br />as requested by Mr. Jackson. (I am assuming we would make this <br />requirement of Mr. McCumber in that it is his fence.) By doing <br />so, we could then issue the conditional use permit to allow the <br />existence of the barbed wire fence in this district as a special <br />purpose fence. <br />The Council will need to make a decision on this matter at <br />Wednesday's meeting. <br />JRH:kpv <br />Enclosures <br />cc: Ed McCumber <br />Bob Jackson <br />Page 7 <br />
