13. Building Official shall not be required, but may be requested from time to time, to attend Little Canada City Council meetings. Building Official shall attend preconstruction meetings for commercial and residential projects as needed. 14. City shall, if requested by Building input from its fire department, police service works superintendent, planning consultant, and members as appropriate to each building permit Official, provide provider, public other staff application. 15. Building Official shall have the exclusive initial authority to determine interpretations and applications of the building code to projects within the City. Notwithstanding the foregoing, Building Official shall confer with the City Administrator of City before issuing any such interpretations and applications of the building code which might have an extraordinary significant effect on projects within the City. Building Official shall also have the right and responsibility to issue stop orders and citations on violations of the building code on any project determined not to be in compliance with the terms and provisions of the building code. Enforcement and prosection of the building code requirements by way of judicial action for either criminal or civil sanction shall remain the exclusive responsibility of City. Building Official shall cooperate in any enforcement procedures. 16. Upon completion of all building inspections associated with any specific permit, Building Official shall file the original inspection records along with the plans with the City. All such plans shall be kept on file pursuant to State law. All such original records shall remain the exclusive property of City. II. SCHEDULE OF FEES AND CHARGES 1. Fees and charges shall be collected by City from the applicant upon issuance of the building permit. 2. The valuation of a permit structure for purposes shall be determined by Building Official and shall be calculated by multiplying the square foot area of the proposed structure times the building valuation factor as published annually by the Building Codes and Standards Division of the State of Minnesota Department of Administration. The building permit fee shall be computed using the fee schedule listed in the current edition of the Uniform Building Code as adopted by the State of Minnesota. Fees for plumbing permits shall be established by resolution of the City Council. 3. The fees and charges set forth on Exhibit "A" are exclusive of fees and charges required by the State of Minnesota for electrical permits and inspections. -3- Page 30
