WHAT'S BEING DONE <br />In early 1993 a partnership was formed to <br />address concerns about declining natural <br />resources quality in the watershed. The part- <br />nership included <br />• local city governments <br />• Ramsey County <br />• Ramsey - Washington Metro Watershed <br />District <br />• citizens <br />• developers and businesses <br />• University of Minnesota Department of <br />Landscape Architecture <br />• Minnesota Department of Natural <br />Resources. <br />The partnership received a grant from the <br />McKnight Foundation to develop a compre- <br />hensive natural resources plan for the water- <br />shed. A Steering Committee including repre- <br />sentatives of all interested groups in the water- <br />shed completed the plan in April, 1994. <br />The plan includes seven major goals, and many <br />recommended action steps to protect, restore <br />and manage natural resources in the watershed <br />in the short and long -term. <br />The action recommendations in the plan focus <br />on concrete demonstration projects that cities, <br />the county, residents, businesses and agencies <br />can complete to show better ways to manage <br />resources. The plan also describes how all <br />interests can work together to make needed <br />changes and achieve the vision for natural <br />resources developed by watershed residents. <br />Major goals included in the 7 -point Action <br />Plan for the Watershed include the following: <br />• Improve, restore and protect surface <br />water quality. <br />• Restore, enhance and protect wet- <br />lands and creeks. <br />• Protect the ground water resources <br />of the watershed. <br />.. • <br />Restoring native vegetation at H.B. Fuller <br />Company's Willow Lake Nature Preserve <br />• Develop and support a connected <br />system of "green corridors" to pro- <br />tect water resources, enhance fish <br />and wildlife habitat, and provide <br />natural resources recreation and <br />education opportunities. <br />• Restore and expand forest cover and <br />diverse native vegetation. <br />• Increase public awareness and in- <br />volvement in natural resources <br />management in yards, public and <br />private lands, and all areas of the <br />watershed. <br />• Establish a local natural resources <br />board to coordinate implementation <br />of the watershed plan. <br />PHALEN CHAIN OF LAKES WATERSHED PROJECT <br />Page 23 <br />
