A. Proposed Applicants <br />The lead department would be Ramsey County Sheriff's Dispatch and the <br />collaborators would be the cities of Shoreview, Vadnais Heights, Little Canada, <br />North Oaks, Arden Hills, Little Canada, Falcon Heights, Lake Johanna Fire, New <br />Brighton Fire, Little Canada Fire, Falcon Heights Fire, Roseville Fire and Vadnais <br />Heights Fire. Area fire departments work together under a Mutual Aid contract. <br />B. Proposed Project <br />Ramsey County has made a significant investment in recent years to develop a <br />computerized geographical base map through the County Surveyor's Office and the <br />Department of Property Records and Revenue. This base map is capable of linking <br />data sets and planimetric features such as roadways, utilities, property records, and <br />census information. GIS based information also has many emergency service <br />applications. This project pertains to the development of a system that would <br />integrate GIS technology with existing fire and rescue response procedures. <br />PROJECT PHASING <br />Phase I of this project would allow the conversion of data from the Ramsey <br />County Surveyor's Office to a usable format by the cities to gain information <br />on city mapping, city water main mapping with hydrant location and main <br />size, temporary data such as road closures, etc., preplan information such as <br />key holders, service location at the building site and persons to notify in the <br />event access is required. Hazardous materials located in the buildings would <br />be described in this phase, also disabled people notification and a list of other <br />responsible public safety agencies that would have to be notified. <br />Phase 1 of this project would allow the cities within Ramsey County to obtain <br />and to manage the data to complete the remaining phases of this project. <br />With this information compiled during the next five to ten years, it would be <br />in a usable format by the completion of Phase IL. <br />Phase II of this project would include a continued gathering of information <br />such as city storm sewer mapping including structure locations, city sanitary <br />sewer locations with structures, presence of hazardous materials at call <br />addresses, and a list of responsible parties and agencies to notify. <br />Phase III would be the coordination of a centralized dispatch system for all <br />agencies within Ramsey County. This would include the participation of all <br />emergency service agencies. This system would support "best routing" <br />information to help minimize response times, further reducing property loss <br />and injury. Best routing information can also lower fuel consumption and <br />equipment wear. <br />Page 40 <br />
