515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Hanson & Members of the City Council
FROM: Dave Harris, Public Works Superintendent
DATE: November 4, 1994
RE: Ruth Street Concerns
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
After the neighborhood meeting, the City Administrator instructed
me to look at several requests for Ruth Street. With this memo
are several attachments regarding these requests.
1. Current location of street lights. Attachment I is a
map showing the current location of street lights.
There are three in this area which fall within the
policy guidelines for lighting of residential streets.
Attachment II is a copy of Little Canada's policy for
residential street lighting. Paragraph #9 of this
attachment addresses deviations from the City's policy.
If the Council deems it necessary to deviate from the
policy, I would suggest an addition of two street
lights: One should be placed in between the light on
Co. Rd. C and the one in the middle of Ruth Street, and
the other should be placed between the light on Demont
Avenue and the one in the middle of Ruth Street.
2. Installation of signs. Currently, there are two 30
m.p.h. speed limit signs posted. The location of these
signs are shown on Attachment III. The request for
"children at play" signs are also marked on this
attachment in relation to the existing speed limit
signs. I do not believe the installation of the
"children at play" signs would be over - signing the
street. Their placement near the corners would be very
helpful in warning the motorists that children are in
the neighorhood.
3. Parking situation. Currently, there is parking on both
sides of Ruth Street. In the past, I have addressed
this issue with the Council (see Attachment IV and V).
I believe the parking in that area has not changed, and
I still recommend that there be no parking posted on
the east side and that restricted parking be posted on
Page 60
