Statement of the Need <br />Representatives of govemment, both professional staff and elected <br />officials, are continually working toward being as responsive as <br />possible to the needs of the communities they serve. With trends <br />toward limited resources and increasing emphasis on satisfying the <br />"customers" who use services, it is even more important to know <br />what people expect so efforts can be directed in the most effective <br />directions. <br />The City of Little Canada is interested in conducting a high quality <br />survey of community residents and businesses to obtain actionable <br />data that can be effectively used to aid in planning activities and <br />that will facilitate decision- making. The City has identified several <br />objectives for the survey including: <br />• Determine what services people want the City to provide <br />♦ Determine which services people will pay for and how <br />much they are willing to pay <br />♦ Determine how people would prefer to pay for various <br />services, e.g., user fees, taxes <br />• Measure satisfaction level with various services <br />♦ Describe expectations people have of the City <br />The City wishes to utilize the services of an independent research <br />firm to design and conduct research that will accomplish the City's <br />goals. We understand that the results of past research which the <br />City had conducted have not been utilized to the extent desired, <br />and that the City wishes to obtain more usable and actionable <br />information than was obtained in the past. <br />Page 11 3 <br />
