Hanson <br />Let me begin this memorandum by stating that the title of <br />this policy may be improperly worded. While the impetus <br />for its preparation comes from projects such as Viking <br />Drive and Keller Parkway, other unwatered areas of the City <br />also exist which have double frontage development. Some <br />examples of these would be Lakeside Court and portions of <br />the Twin Lake area. Depending on the policy we choose, I <br />do not believe that people who reside in a single frontage <br />area should have water main available to them at less cost <br />than those which may be in a double frontage area. <br />Therefore, the title of this policy could be "Water Main <br />Assessment Policy for Developed Areas of the City." <br />Before discussing the options for your consideration, <br />guidelines which should be in affect for any of the options <br />chosen are as follows: <br />* It is highly desireable that any water main to be <br />constructed under this policy would occur in <br />conjunction with street /road improvement projects <br />to minimize restoration costs to the project. <br />* It is also highly desireable to combine projects <br />with others of a similar nature to generate <br />potential "economies of scale" in the bidding <br />process. <br />* These policies would not apply to major <br />undeveloped property within the City of Little <br />Canada. For this type of property, project costs <br />should be assessed at 100% to the benefitted <br />property consistent with past Council actions. <br />Major undeveloped property is defined as a <br />Page -38 <br />
