This is exclusive of any <br />existing, habitable residence existing on the <br />affected parcel. <br />* Development deferral options would be available <br />for all lots not meeting a major undeveloped <br />property definition. <br />City Council reserves the right to determine <br />whether or not a project should proceed. Factors <br />which could deny approval of a project include, <br />but are not limited to, availability of City share <br />of cost, timing of other construction in areas <br />such as road improvements, engineering <br />feasibility, etc. <br />Here are the assessment policy options that have been <br />considered: <br />1) Assessment of Actual Project Costs: This option would <br />be similar to how the Vanderbie /Allen water main <br />project was assessed. However, because of the single <br />frontage area or the difficult nature of some of these <br />projects to construct, water main costs could be higher <br />than what benefits received would support. For <br />example, Viking Drive yielded assessments of over <br />$11,000 per lot. Keller Parkway would result in <br />assessment of over $9,000 per lot. This compares with <br />the assessment rate of $2,300 initially estimated for <br />the Vanderbie /Allen project. <br />2) 50/50 Assessment: Under this option, I would recommend <br />that assessments be based on 50% participation rate by <br />the City for the single frontage areas based on a six <br />inch water main cost. Therefore, any oversizing <br />associated with the project would be picked up by the <br />City which would likely result in the City's actual <br />participation rate being somewhat higher than the 50% <br />figure. Again, if some major undeveloped property <br />exists within the single frontage area, it would need <br />to be factored out of this assessment calculation <br />because the property would be assessed at the 100% <br />rate. In reviewing this proposal based on our <br />Engineer's estimates for the Viking Drive and Keller <br />Parkway projects, as well as the actual costs <br />associated with the Edgerton water main project, a <br />Page 39 <br />
