Hanson <br />The Liaison Committee of the jurisdictions which contract with the <br />Ramsey County Sheriff's Department for police services is <br />recommending the purchase of a Smart Van for use in traffic control <br />regulation. (Literature describing this van is attached to this <br />memo.) Based on information received through research of other <br />cities which have this piece of equipment, it appears to be very <br />effective in assisting with speed enforcement. It also serves to <br />document traffic conditions existing in an area such as the number of <br />vehicles utilizing the street over a given period of time, average <br />speed of the vehicles, and so forth. <br />The cost of this equipment is approximately $13,160. The group is <br />proposing that it be purchased with excess funds from the 1993 <br />contract jurisdictions' budget which were available due to a higher <br />than anticipated amounts from squad car sales and unexpected <br />surpluses available in our squad car maintenance category. This <br />action will not have a negative impact on Little Canada's planned <br />1994 budget for law enforcement services. <br />I personally feel this equipment could be of great value to our <br />City. We get many requests for increased traffic patrol in certain <br />areas where high speed is alleged. This unit would not only be able <br />to assist us in documenting the actual conditions which exist, but <br />would also generate some positive personal relations by its presence <br />in the neighborhood. It can also be available to operate for <br />extended periods of time versus that which can be done by having an <br />officer analyze an area. It should also be noted that our Committee <br />has directed Commander Bergeron to prepare policy guidelines for the <br />deployment of this unit to ensure maximum utilization as well as <br />responsibility for the unit to ensure proper care. Therefore, it is <br />my recommendation that we authorize the utilization of our share of <br />these funds for the purchase of this unit. <br />JRH:kpv <br />Enclosure <br />Page 101 <br />
