Hanson
Attached are two agreements from the Metropolitan Transmit
Commission. They are seeking execution of these agreements
from all of the cities within their authority.
One of the agreements deals with capital improvement
projects relative to bus stop signage. The goal of this
program is to get 90% of the bus stops properly signed.
This agreement asks the cities to replace existing MTC
signs with new ones, put up new signs where none previously
existed, and in some cases install information holders.
The MTC will be reimbursing the City for its costs
associated with the installation of these signs utilizing
ISTEA funds. (This is a federal transportation grant
program.) Reimbursement rates will be the same for all
jurisdictions based on time expended. From a survey MTC
has conducted in all jurisdictions, they are estimating 40
to 50 locations in Little Canada will be signed.
The other agreement relates to maintenance issues regarding
bus service, bus zones, and bus stop signs. This agreement
results from a law suit against the City of Brooklyn Center
and the MTC regarding location of bus stop signs and who is
responsible for their placement and continued maintenance.
This agreement assigns liability to MTC for selecting
locations of bus stops and signage. (Assignment of bus
stop locations is a responsibility of the MTC pursuant to
State Statute.) The cities are responsible for maintenance
costs associated with the bus stops including signage. MTC
provides us with the transit signs, but must place them and
maintain them. (The agreement previously discussed is
reimbursing us for all one time costs in establishing these
Page 109
