MINUTES <br />PLANNING COMMISSION <br />JANUARY 13, 1994 <br />The owner of the dance studio at the Market Place <br />reported on the difficult time that new customers have <br />finding her studio. The owner felt that signage on <br />Rice Street was very important to the success of her <br />business. <br />Keis stated that when he is driving up and down Rice <br />Street he is not looking at business signs. If he <br />wants to find a business, he looks up the address in <br />the telephone book. <br />Chazin reported that businesses spend a lot of money on <br />signage and that signage is very important to the <br />success of business. Chazin reported that the <br />businesses at the Market Place Shopping Center need the <br />help that this additional signage would bring. <br />Garske pointed out the vacant business space on Rice <br />Street and the option that the businesses have of <br />relocating to a space with better visibility. <br />Chazin replied that lease rates are a factor. The <br />rates at the Market Place are less expensive and this <br />is important to a business just starting out. <br />Garske felt that if visibility makes or breaks a <br />business, the business should locate at a center with <br />visibility. Garske was also concerned that it appears <br />the only ones who care about the signage on Rice Street <br />are the Planning Commission and City Council. The <br />public does not appear on these signage issues. <br />However, the Commission and Council has the <br />responsibility of act in the best interests of the <br />City. Garske commented on the over - abundance of <br />signage on Rice Street. Garske felt that the Market <br />Place Shopping Center was outdated, and it would not <br />help to retain two pylon signs at the center that do <br />not work. Garske stated that he was more inclined to <br />approve a new, larger pylon for the center, if the <br />existing two were removed. Garske felt the hardship <br />was the lay -out of the shopping center. Garske felt <br />that if the request for two pylons was approved, the <br />City should let everyone up and down Rice Street have <br />as many signs as they want. <br />Schletty agreed, and stated that he would prefer one <br />good - looking sign. Schletty felt that the frontage <br />issue in the ordinance was a problem. Schletty felt <br />that in the case of the Market Place, given the size of <br />the shopping center, the sign area limitation of 200 <br />square feet was too restrictive. <br />Carson pointed out that the second pylon is already in <br />existence, but expressed concern that other pylon <br />heights on Rice Street have been restricted to 25 feet. <br />Page 4 <br />
