Hanson
RE: Policing Options - Alternative Learning Center
The City Attorney has informed me he has conducted his
review of this matter. While he does not see any specific
statutory authority whereby we can require the ALC to
provide on -site security staff, he does feel it is not
unrealistic of us to request a meeting with 916 officials
to discuss concerns in this area. He pointed out that the
Roseville Area Middle School is paying $58,000 a year for a
sheriff's liaison to be present at the school. He
indicated a similar arrangement exists in Blaine. Mr.
Sweeney also pointed out that ten school districts are
sending pupils to the ALC. Therefore, it would seem
reasonable for us to ask them to share in the costs
associated with calls for service generated from this site.
My recommendation is having the Council direct me to send a
letter requesting a meeting with the appropriate officials
from 916. This meeting should be attended by the Mayor, a
representative of the Sheriff's Department, another Council
member to be appointed, and myself. You may want to have
the City Attorney present at this meeting as well.
JRH /mbg
Page 84
