MINUTES <br />PLANNING COMMISSION <br />MARCH 10, 1994 <br />in and out of these stations as well as a semi -truck <br />making deliveries. Crary questioned how delivery <br />trucks and gas trucks would service the SuperAmerica <br />site and questioned their affect on traffic flow. <br />Crary reported that at one of the SuperAmerica stations <br />he visited this evening there were 8 children between <br />the ages of 15 and 20 years old hanging around outside <br />the building. Crary pointed out that a 24 -hour <br />SuperAmerica operation will serve as a hang -out for <br />kids and will increase the crime rate. Crary pointed <br />out the crime problems at a nearby apartment complex <br />and felt that SuperAmerica will serve as a gathering <br />place for kids since there is nothing else open 24- <br />hours. Crary was concerned that this would then <br />increase vandalism and burglary problems at adjacent <br />buildings in the area. Crary pointed out that these <br />kinds of problems could put businesses out of business <br />thereby reducing employment in the City. <br />Crary stated that he did not believe SuperAmerica would <br />attract only drive -by traffic feeling that a lot of <br />people driving 35E would use the SuperAmerica station. <br />Crary did not believe these vehicles would normally <br />exit onto Little Canada Road otherwise. <br />Crary felt that the comments made by the traffic <br />consultant this evening were biased since the <br />consultant was hired by SuperAmerica. Crary also felt <br />that the traffic lights at the intersection were <br />adjusted as well as they could be, and no improvement <br />could be made in the timing to diminish the traffic <br />problem. <br />Crary stated that his firm was not going to make their <br />property available for a shared driveway access with <br />SuperAmerica. <br />Crary again disputed the comments made by <br />SuperAmerica's traffic consultant pointing out a <br />comment that 60% of the traffic to the SuperAmerica <br />site would be right turn in and out. That leaves at <br />least 40% that will be making left turns in and out. <br />Crary felt that the effect on traffic as a result of <br />the SuperAmerica proposal will make his project <br />worthless.
