MINUTES <br />PLANNING COMMISSION <br />MARCH 10, 1994 <br />disagreed with the statements that property values will <br />not decrease because of the SuperAmerica proposal. <br />Crary pointed out the aesthetic issues of having the <br />SuperAmerica building at a higher elevation than the <br />building to the west. Crary stated that it is already <br />difficult to attract tenants, and the SuperAmerica <br />proposal will not help the situation. Crary stated <br />that it is very important for his delivery service to <br />get in and out of the parking lot as quickly as <br />possible, and Crary stated that the SuperAmerica <br />proposal would ruin his business completely. <br />Ken Voss, managing general partner for the Little <br />Canada Associates buildings located immediately to the <br />west of the site in question, reported that he has been <br />in this location for the past 20 years. Traffic <br />volumes have increased during that time. Voss reported <br />that he is here this evening on behalf of the tenants <br />and owners of the buildings to the west to ask that the <br />Conditional Use Permit be denied. One of the reasons <br />for this request is traffic safety concerns. Another <br />is the difficulty in attracting tenants to the <br />buildings due to traffic concerns and the difficulty of <br />accessing the site via a left turn. Voss presented <br />some pictures of the area which show vehicles backed up <br />on Country Drive at Little Canada Road. Voss reported <br />that this back up occurs during peak traffic hours at <br />every red light. Voss stated that he did not think the <br />developer appreciated the traffic problems for vehicles <br />traveling from the west on Little Canada Road <br />attempting to make left -hand turns. Voss pointed out <br />that Grumpy's is not open after 3 P.M., therefore, <br />there is no traffic to that site during P.M. peak <br />hours. <br />Voss was concerned that if a drive was shared by his <br />buildings and SuperAmerica, traffic would begin using <br />that drive to cut through between Little Canada Road <br />and Country Drive. <br />Voss agreed with Crary's comments that an unbiased firm <br />should do a traffic study of the area. Voss also <br />agreed that there have been problems with break -ins at <br />his buildings, and was concerned that the height <br />difference of the SuperAmerica structure would block <br />the visibility of the front door of the building <br />immediately to the west.
