MINUTES <br />PLANNING COMMISSION <br />MARCH 10, 1994 <br />attracted to the site. <br />Schletty felt he did not have enough information to <br />make a decision on the proposal. Schletty agreed that <br />traffic was a serious problem for the area and did not <br />believe it would get better. Schletty was not sure <br />that SuperAmerica would add to the traffic problem <br />which already exists. <br />DeLonais recommended that action on the SuperAmerica <br />request for Conditional Use Permit for gas <br />station /convenience store be tabled until the next <br />Planning Commission meeting pending a traffic study of <br />the area to be completed by City staff, pending traffic <br />accident information from the County and the State <br />Highway Department, and pending a report from the <br />Ramsey County Sheriff's Department on any problems that <br />the City might be experiencing with children hanging <br />out at gas stations /convenience stores in the City, as <br />well as information from the EPA on the pollution issue <br />and what requirements and /or safeguards would be <br />necessary to prevent problems as well as information on <br />the pollution incident rates for similar sites. <br />Motion seconded by Keis. <br />Motion carried 6 - 0. Carson abstained. <br />Crary stated that his concern with pollution was with <br />regard to surface run -off. Crary also pointed out that <br />there are two service stations already in the area, and <br />asked the Commission's objective as a group for <br />development of the City. Is that objective development <br />at all costs? Crary asked what the net gain is to the <br />City if it gets a SuperAmerica development, but loses <br />the Quicksilver business. <br />DeLonais pointed out that tabling the matter pending <br />additional information allows the Commission time to <br />study the proposal in greater detail. <br />Keis stated that the objective of the Planning <br />Commission is to look at what is best for the City <br />overall. The Commission must weigh both what the <br />property owners in the City want and what is best long- <br />term for the City. <br />13 <br />
