MINUTES <br />PLANNING COMMISSION <br />MARCH 10, 1994 <br />Commission to focus on the Comp Plan project and begin <br />thinking about the issues. For example, issues that <br />have come up in the past where the Commission has seen <br />a conflict and attempt to identify ways of addressing <br />that conflict. Land use changes over time, and the <br />Commission should identify the changes the City is <br />going through or should be trying to affect. <br />Ultimately a review of the City's zoning ordinance will <br />be necessary. This review will identify whether or not <br />the ordinance is doing a good job of accomplishing what <br />the City wants. Would PUD -type zoning work better or <br />is a more structured base -line zoning preferable. <br />The Planner suggested that the Commission think about <br />individual issues, such as the issues discussed <br />relating to the SuperAmerica proposal earlier this <br />evening. The Planner pointed out that there are homes <br />in the City being converted to commercial uses. The <br />Planner asked if the City should be actively going out <br />and addressing those projects, or should the City be <br />taking a more passive roll and wait until developers <br />come to us. <br />The Planner suggested that at the next Planning <br />Commission meeting, the Commission take the information <br />that Voumadi has developed and begin to categorize it, <br />grouping issues, detailing alternative solutions, <br />goals, and policies. <br />Knudsen asked how the process would work. <br />The Planner replied that the Commission will have a <br />session where it lays issues out on the table for <br />discussion. These issues would be put into general <br />categories. Discussion would then involve developing <br />policies or approaches to deal with these issues. The <br />Planner reported that individual meetings can be held <br />with the Planning Commission, City Council, Park & <br />Recreation Commission, City staff, business people, <br />etc. to identify issues. <br />The City Administrator reported that the City Council <br />has adopted the Capital Improvement Program, and the <br />Comp Plan update was a part of that program. The <br />Administrator also reported that Voumadi has <br />volunteered to work 12 hours per week to assist in the <br />process. As a result, the City will gain some free <br />16 <br />
