Also, due to the amount of traffic that a Super America may <br />generate at this intersection, a traffic study may be needed to <br />better understand the impact that such a use may have on an already <br />congested area. The applicants have contacted a traffic engineer, <br />therefore, will be providing more information regarding traffic in <br />the area. <br />Comprehensive Plan Consistency. The proposed use is a <br />conditionally permitted use within the City Zoning Ordinance. <br />However, a Transportation Objective within the Comprehensive Plan <br />is to provide for safe, rapid and convenient movement by all modes <br />of transportation. A concern our office has is that the <br />development of a Super America at an already congested intersection <br />may not be consistent with this Comprehensive Plan Objective. <br />Therefore, we feel that it is necessary to require a transportation <br />study of the intersection, incorporating the effect that a Super <br />America would have on the adjacent roadways. <br />Parking. Per Section 903.050 of the City Code, the applicant is <br />required to provide 1 parking stall for each 200 square feet of <br />retail area, and 1 parking stall for each 500 square feet of <br />storage area. The subject Super America will contain 1,425 square <br />feet of retail area and 581 square feet of storage area. <br />Therefore, a total of eight (8) parking stalls must be provided. <br />The applicant is proposing a total of sixteen (16) stalls, all of <br />which meet the minimum size requirements, therefore, the proposal <br />meets all City parking requirements. It should also be mentioned <br />that Section 903.050 of the City Code states that the parking <br />stalls must be marked with white or yellow paint lines not less <br />than four (4) inches wide. <br />Loading Area. An off - street loading area is not shown on the site <br />plan. However, there is enough area on the site to provide for <br />loading. In particular, the area in front of the trash dumpster <br />should provide an adequate loading area. As a condition of site <br />and building plan review, designated loading areas should be <br />identified. Such loading areas should have ample maneuvering space <br />and be accessible to anticipated delivery vehicle types. <br />Trash. The trash handling area is located in an enclosed concrete <br />masonry dumpster, therefore, screened from view. <br />Lighting. The site plan does indicate that lighting is to be <br />provided to illuminate off - street parking areas. The Zoning <br />Ordinance stipulates that any lighting used to illuminate off - <br />street parking areas must be arranged to reflect light away from <br />adjoining property, and public rights -of -way. Said lighting plan <br />shall be reviewed by the City Engineer. <br />Page 31 <br />
