Grading and Drainage. The applicant has submitted a detailed <br />grading and drainage plan. The City Engineer shall review the <br />proposed plans, inspect the site, and provide comment. <br />Signage. The applicant is proposing to construct an eighty (80) <br />square foot Super America sign, set seven (7) feet back from the <br />road right -of -way. However, detail as to the specific size, shape <br />and height of the sign has not been provided. Per Section 903.110 <br />of the City Code, the sign shall be limited to 110 square feet in <br />area, thirty (30) feet tall, and set at least five (5) feet back <br />from all property lines. The applicant should provide a detailed <br />plan of the proposed sign, all of which meet the above mentioned <br />City Code requirements. <br />RECOMMENDATION <br />Based on the information contained herein, our office recommends <br />approval of the conditional use permit subject to the following <br />conditions: <br />1. The concern over the impact that the Super America Station <br />will have on traffic on Country Drive and Little Canada Road <br />shall be resolved by the following: <br />a. The applicant provide a traffic study of the impact that <br />the proposal will have on the adjacent roadways. Result <br />of the study must indicate that the impact of a Super <br />America will not have a negative impact on the adjacent <br />roadway. <br />b. If deemed necessary, the applicant enter into a shared <br />driveway arrangement with the landowner to the West to <br />provide access to Little Canada Road. <br />2. That any sale of food items is subject to the approval of the <br />Ramsey County Health Department who shall provide specific <br />written sanitary requirements on an individual basis for each <br />proposed sale location. <br />3. That the non - automotive sales shall qualify for and be granted <br />on annual food handling, retail sales license or other <br />license, as circumstances shall require, in addition to the <br />permit for a conditional use under the Zoning Code. <br />4 That the area and location including exterior, outside space <br />devoted to non - automobile merchandise sales shall be specified <br />and any expansion of the space or change in location without <br />an amendment to the permit shall constitute grounds for <br />revocation of the permit, after a hearing before the City <br />Council. <br />Page 32 <br />
