Hanson <br />Attached is a survey conducted by Kris VanSchoonhoven of other <br />area communities' water and sewer rates. As was discussed at the <br />Council meeting of March 9, 1994, our water rates are very <br />competitive for those municipalities that provide the same <br />quality as we do. You will note in the survey that a number of <br />cities purchase their water from St. Paul. With the exception of <br />Roseville, we are providing the lowest cost water of these <br />cities. Roseville's rates are substantially lower that ours due <br />to the volume of water they purchase at substantially lower <br />rates. <br />Our present sewer rates also appear to be very competitive in the <br />low to mid range of the cities surveyed. With the proposed <br />increase to $37.50 per quarter, we would slide to the upper end <br />of the scale. Therefore, I feel the proposed rate increases are <br />not unreasonable. <br />As was stated, my recommendation is not to increase water rates <br />at this time. Sewer rates are proposed as follows: <br />Residential & <br />Commercial w/o Water <br />Commercial w/ Water <br />Presently Proposed <br />$34 /SAC Unit <br />$1.85/1,000 Gals <br />w/ $34 minimum <br />Multiple Family Units 70% of $34 /SAC <br />Unit <br />$37.50 /SAC Unit <br />$2.05/1,000 <br />Gals w/ $37.50 <br />minimum <br />70% of $37.50/ <br />SAC Unit <br />With reference to the water service charge for accounts with <br />sewer only, but adjacent to a water main, I have enclosed the <br />minutes from April 28, 1982 that established the agreement with <br />the two trailer parks. Rather than change the basis for the <br />charge to the trailer parks which has been long standing, perhaps <br />Paw 53 <br />
