Decision <br />Resources Ltd. <br />December 10, 1993 <br />Mr. Joel Hanson <br />City Administrator <br />City of Little Canada <br />315 Little Canada Road <br />Little Canada, Minnesota 55117 <br />Dear Mr. Hanson: <br />Decision Resources, Ltd., is pleased to present this survey <br />research proposal to the City of Little Canada. Much of this <br />proposal is based upon your telephone conversation with my partn- <br />er, outlining the parameters and objectives of the study. This <br />prospectus is organized in three parts: a discussion of the <br />goals of the research; a proposed design and schedule; and, total <br />project costs. As you will see, I am certain that DRL can pro- <br />vide the City with the information it seeks in both a cost - <br />effective and timely manner. <br />GOALS OF THE RESEARCH: <br />Among the issues to be included in the survey, four main topics <br />have been outlined: evaluation of current service levels, capi- <br />tal projects, communications, and changing city demographics. <br />The questionnaire would be divided between these area of interest <br />and other concerns of the City Council and City Staff. <br />DESIGN AND SCHEDULE OF THE RESEARCH: <br />Since the generation of reliable survey results is a goal of the <br />research, the sample size is dictated by the degree of accuracy <br />desired. We would recommend a total sample of 400 respondents, <br />chosen randomly across the community. This sample size provides <br />an overall accuracy of + 5.0% for the entire city and permits <br />various demographic breakdowns to be made, such as home owners <br />and renters, various portions of the city, residential longevity, <br />age, and household composition. <br />Working with the City Council and City Staff, DRL would develop a <br />questionnaire of sixty question units. The survey instrument <br />would include open -ended and closed -ended queries, as well as <br />demographic questions.
