MINUTES <br />PLANNING COMMISSION <br />MARCH 10, 1994 <br />existing traffic that is already on Little Canada Road, <br />and pointed out that people will not leave their homes <br />to run up to SuperAmerica during peak traffic hours. <br />Priolo pointed out that SuperAmerica is proposing to be <br />open 24 hours per day. SuperAmerica is a convenience <br />store by nature, and if access is not convenient, <br />people will not use the site. <br />Carson asked about the depreciation in property values <br />around the site which the SuperAmerica would cause. <br />The City Planner reported that in analyzing the <br />development proposal his firm looks at both the <br />positives and negatives, and it was his opinion that <br />the SuperAmerica development would not cause a decrease <br />in property values. <br />Carson disagreed, pointing out that the SuperAmerica <br />building would be set at a higher elevation than the <br />adjacent building to the west. <br />Priolo did not feel the development would decrease <br />property values, feeling that it would dress up the <br />corner with an aesthetically pleasing building and <br />landscaping. Priolo reported that SuperAmerica's <br />studies have shown that even in a residential <br />neighborhood their developments have not decreased <br />property values. <br />The City Planner indicated that the SuperAmerica <br />building is a relatively low structure and would meet <br />setback requirements. <br />Mike Crary, CEO, Quicksilver, reported that his firm <br />employs 600 people, including 300 at their Little <br />Canada site. Crary reported that Quicksilver is a <br />delivery service that works with a one -hour delivery <br />timeframe. Their delivery vehicles cannot be sitting <br />for 5 or 10 minutes waiting to get out onto Little <br />Canada Road or Country Drive. Therefore, traffic of <br />the area is a very important concern. <br />Crary reported that they decided to purchase the <br />property they did to locate their operation in Little <br />Canada due to the location and the fact that there did <br />not appear to be any pollution issues with the site. <br />Crary expressed concern with surface run -off from the <br />5 <br />
