John Mitchell Place 2 February 1994 Page 2 <br />Natural Features <br />The property ranges in elevation from 866.5 ft. at the OHWL to 912 ft. at a point to the north and <br />along Twin Lake Boulevard. A drainage swale located in the southern end of the property connects <br />Vadnais Lake to Twin Lake, and virtually all of the property currently drains to Twin Lake. A 1.1 <br />acre COE wetland is located along Vadnais Boulevard. <br />The site is heavily wooded with a variety of overstory trees ranging from mature oak and elm, to <br />Red and White Pine. The lower eastern end of the site was, at some point, planted with evergreen <br />species which include varieties of spruce and cedar. <br />Access /Circulation <br />Access to the property would be via either Twin Lakes Boulevard or Vadnais Boulevard from the <br />north. Access locations would have to be approved by both the City and the County D.O.T. <br />Utilities <br />The property is not currently served by either sewer or water services. Sewer service would be <br />extended from a trunk line located approximately 300 feet to the west of the property and water is <br />anticipated to extend from the proposed single - family development in Vadnais Heights to the east. <br />Stormwater <br />Drainage from developed portions of the property would flow via sedimentation ponds into Twin <br />Lakes. The flood elevation of the lake is approximately 875, and all residential units would have a <br />lower floor elevation of 878 or higher. <br />Comprehensive Plan <br />The property is currently guided for residential development, not to exceed 5 units per acre. This <br />designation would allow either single - family or low- density townhome development. The <br />transportation plan designated Vadnais Boulevard and Twin Lakes Boulevard as collectors able to <br />accommodate traffic generated by the development of the property. The parks plan does not indicate <br />the need to locate a city park on the property. <br />Proposed Development <br />Pratt Homes proposes to develop the 26 townhome units on the western upland portion of the <br />property. The current concept suggests that the units would be combined into 2 unit structures for a <br />total of 13 structures. The overall density of the development would be 1.5 units per acre. <br />A single divided access drive off Vadnais Boulevard would connect two private interior cul-de -sacs <br />with a 24 foot street designed to City standards with curb and gutter to control storm water run -off. <br />Sedimentation ponding would be located to collect the run -off and prevent it from directly entering <br />either the wetland or Twin Lake. <br />Key to the proposed development concept is the preservation of the site's natural amenities. <br />Through the PUD process, all homesites, driveways and circulation will be designed and located to <br />minimize their impacts on the land. Final grading plans will indicate the use of natural rock <br />retaining walls to decrease grading and preserve slopes and vegetation. Individual lots will include <br />only the building and a minimal yard space for each unit. The remainder of the site will be held by <br />Page 13 <br />
