Hanson <br />At the last Council meeting, questions were raised relative to <br />the proposed 1994 street improvement projects. Mike Lynch has <br />provided me with the following information to date: <br />* Lakeshore /Old County Road C /Jackson Street can qualify <br />for MSA designation. However, use of MSA funds to <br />assist with construction costs is still being evaluated <br />by our City Engineer. He informed me that without stop <br />signs, we would need to acquire two corner lots; one <br />located at the northwest corner of Lakeshore and County <br />Road C (identified as lot number 19 in the feasibility <br />report) and another located at the southeast corner of <br />Old County Road C and Jackson (identified as lot number <br />7 in the feasibility report). This would allow the <br />construction of a road meeting MSA standards without <br />stop signs. Two concerns related to this proposal <br />would be the substantially higher costs in acquiring <br />the property and the potential for increased speeds due <br />to a better designed roadway. Mr. Lynch is also doing <br />further analysis as to whether or not the roadway may <br />be constructed with MSA funds utilizing the <br />installation of stop signs at those corners. Some <br />initial concerns he expressed with this concept relate <br />to a less than ideal traffic regulation and problems <br />that may be generated by having vehicles starting and <br />stopping at the stop signs relative to their emissions. <br />Keep in mind the fact that approximately 2,000 cars per <br />day utilize this roadway according to County <br />statistics. <br />* He has revised the Westwind /Windrow assessment rate for <br />full depth reclamation to be consistent with our street <br />policy. The revised rate is $21.99 per lineal foot <br />verses the $18.69 contained in the report. <br />Paae 35 <br />
