* He has revised the Jackson /Old County Road C /Lakeshore <br />assessment calculations to reflect the addition of <br />another lot just to the west of parcel number 14. The <br />revised assessment rate is $49.10 per lineal foot <br />verses $49.57 previously stated. <br />* He noted that the Jackson report utilized the proper <br />design /inspect /administration fee estimate of 25 %. He <br />further noted that the Westwind /Windrow project was <br />done using a 20% rate in that he expects costs in this <br />area to be less due to the more straight forward nature <br />of those projects. <br />* He is doing further analysis regarding the need for <br />curb and gutter along Jackson Street by the Nadeau <br />wildlife area and adjacent to the railroad property. <br />This information will be ready for the public hearings <br />to be held on the 22nd of March. <br />It should also be noted that the Mayor and I viewed the <br />Westwind /Windrow streets today. As stated previously, the <br />streets are generally in good shape except for break -up along the <br />curb lines and settlement when the drainage ditch passes under <br />the roadway. We also noticed some severe break -up approximately <br />100 feet on each side of the culvert on Windrow and about 225 <br />feet in length on the east side of the culvert on Westwind. <br />These areas will need to be repaired if the streets are to be <br />overlaid. <br />I also feel that further review needs to be done relative to the <br />assessment rate for overlays /rehabilitated streets. Attached is <br />some updated information relative to policies for assessing <br />street overlays and rehabs. Combined with our past information, <br />it appears to me that the majority of cities pick up a good <br />portion of the costs for these types of projects. Therefore, I <br />feel we should hold a workshop to discuss this matter prior to <br />assessing any of these projects should they proceed. If the <br />Council thinks that our current policy could be amended, this <br />type of comment could be made at the improvement hearings. Given <br />the fact that deferred maintenance could be considered a reason <br />for the City picking up some of the costs as well as the typical <br />problems associated with assessing public improvements, it would <br />seem to me that this area merits further attention. <br />Page 36 <br />
