Hanson <br />Date: March 4, 1994 <br />From: Joel Hanson, City Administrator <br />To: Mayor Hanson & Members of the City Council <br />Subject: Deer Permit Update <br />I have been informed by a number of parties that deer have <br />returned to Mr. Frattalone's property. Based on the letter <br />received from Mr. John Parker dated January 12, 1994, I believe <br />we should pursue the issuance of a deer control permit at this <br />time. (A copy of that letter is attached for your review.) This <br />assumes that Dave Cossack will pass proficiency tests conducted <br />by Mr. Parker and observed by Jim Morelan. It is further assumed <br />that there will be only one permitted hunter in the area in <br />question based on the verbal recommendation previously received <br />from DNR officials. <br />Some other steps that may need to be taken to complete this <br />undertaking are as follows: <br />* Agreement from Mr. Heinel (through our permitting <br />form) to allow Dave Cossack to have hunting <br />stations on his property. <br />Identification of other hunters to serve as <br />alternates in case Mr. Cossack is not available or <br />in the event he does not pass the proficiency <br />test. <br />* Establishment of a clear understanding relative to <br />the location of hunting stations, hunting <br />schedules, and notification of law enforcement <br />personnel. <br />Based on these conditions and any others the City Council may <br />deem appropriate, I would like permission to obtain the permit at <br />the time we have a hunter qualified. By doing so, we may save <br />some time by avoiding another discussion at a City Council <br />meeting.
