Your request included land ownerships where the <br />deer were to be taken and prospective archers to do the shooting. We <br />can issue a permit but because of some unique factors involved, <br />variations from the standard shooting conditions must be incorporated. <br />I interviewed the three individuals listed on the bow and arrow deer <br />hunting permit applications for the Heinel and Frattalone properties. <br />This was done over the telephone. In addition, our Conservation <br />Officers ran a computer check of the individuals for game & fish law <br />violations. <br />All of the men interviewed seemed conscientious and do not have any <br />present violations in Minnesota. They all seemed to be serious about <br />the task and they had walked the properties to look for deer sign. They <br />all use modern archery equipment and practice regularly. They all felt <br />comfortable shooting at ranges up to 30 yards over bait. None of them <br />felt comfortable shooting at night. Dennis Rogalla and Rolan Stoehr are <br />experienced deer hunters, however they have been deer hunting with bow <br />and arrow for only two years. Neither of them has killed a deer with a <br />bow and arrow. Dave Cossack reported that he has hunted deer for nine <br />years and has taken over 20 deer in that period in various seasons and <br />states. He harvested three deer this season and spent over 100 hours in <br />the deer stand. <br />Based on experience, I feel that Dave Cossack is the type of hunter that <br />should be strongly considered for a permit in this area. The other two <br />men could very well do a good job, however they simply do not have the <br />experience necessary for the task at hand. I cannot vouch for the <br />character and expertise of any of these applicants based on a telephone <br />interview. I only have their statements and manners to go on.
