These groups, along with Capable Partners, a group which <br />facilitates handicapped people to hunt, coordinated a special bow and <br />arrow hunt in the Fort Snelling National Cemetery this fall. I can give <br />you contact persons if you desire. <br />LOCATIONS OF DEER IN THE AREA <br />All of the hunters interviewed stated that they have seen little, if any <br />deer sign on the properties in recent weeks. It was also reported that <br />Mr. Fattalone has put out bait for deer which has not been visited. We <br />did an aerial survey on January 11, using a helicopter. Jim LaValle <br />indicated that the City would probably be able to cover the cost of the <br />helicopter rental, which was about $100. This was done in conjunction <br />with survey work which was ongoing in other cities and public lands. <br />We surveyed an area bounded by Highways 36, 61, 694, and 35E (map <br />attached). We observed 26 deer in this area. However we observed no <br />deer or deer tracks within 3/4 mile of the subject properties. All deer <br />were east and north of Gervais and Kohlman Lakes except for 4 deer near <br />the southeast end of Gervais. Since deer do not move very much at this <br />time of year, I believe that it is unlikely that any significant number <br />of deer will be on the properties in the near future. However, the <br />landowners could place bait, and wait for signs of deer use before <br />attempting to take them. <br />OPTIONS <br />I believe that there are two options for issuing the permit. <br />1. Issue the permit this week. Have the landowners place bait at <br />sites identified by the hunter(s). Then the hunter will be <br />able to shoot at any time that the deer begin using the bait. <br />2. Wait until such time that deer sign indicates that deer are <br />using the area, then issue the permit. <br />We prefer issuing a permit after deer return to the area. Issuance can <br />usually be done within a day, but may take longer depending upon mail <br />delivery and availability of the regional manager who will authorize it. <br />Details could be worked out ahead of time so the permit is essentially <br />ready for signature when deer return to the area. These details <br />include: <br />- Your requiring a certain level of proficiency (we have some <br />ideas on this). <br />- Actual shooting station /s identified. <br />Page 43 <br />
