* The Capitol View site has two major subsets of <br />specialized programs. The first is the alternative <br />learning center (ALC). This would generally be <br />classified as students at risk or those wishing to re- <br />enter the education system to complete their degree. <br />Presently, 140 of these students are based at Capitol <br />View. This program could expand some in the future. <br />Minimal calls for service are generated from this <br />program. Mike Donohue was aware of only two calls in <br />the past twelve months. <br />The second subset is the Alternative Learning Program <br />which has approximately 80 students enrolled. This <br />program has students with severe emotional or <br />behavioral disorders. The majority of the calls for <br />service from the Sheriff's Department originate from <br />this component. Most calls are attributable to six to <br />ten of these pupils. It is possible this program could <br />expand to 88 students, but that is still under <br />evaluation. <br />* The Alternative Learning Program has ten member school <br />districts which refer students to the Capitol View <br />site. Students come from four different counties <br />including Ramsey County. Four school districts within <br />Ramsey County refer students here contributing 33 <br />pupils to the total population of 80 students. <br />* The Alternative Learning Program maintains a crisis <br />team to respond to staff calls for help. This consists <br />of trained personnel capable of dealing with most <br />situations. <br />* According to ALP information, only four or five of the <br />assaults last year required immediate intervention by <br />law enforcement personnel. Therefore, the balance of <br />that time has essentially been a paper work function. <br />* When juveniles need to be transported from the site, <br />the Sheriff's Department is obligated to deliver those <br />individuals to a responsible party in the county in <br />which they reside. This could involve trips to <br />Hennepin, Washington, or Chisago Counties. <br />Based on this information, the following agreements were reached: <br />1. Lieutenant Shanley will coordinate activities with ALP <br />personnel and various juvenile courts in other counties <br />to standardize report filing and processing. This <br />effort will involve the attorney responsible for <br />prosecuting juvenile offenses in each respective <br />county. The goal will be to have ALP personnel <br />complete necessary paper work and process it with the <br />appropriate county thereby minimizing the impact upon <br />Page 59 <br />
