MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 10, 1994 <br />Vadnais Heights for the park, Vadnais would probably <br />want it more centrally located. However, Little Canada <br />could then control access and require no vehicular <br />access, only walking access. <br />Sommer stated that he would prefer the park be limited <br />to walking access. <br />Larson reported that the Vadnais Heights Planning <br />Commission has recommended approval of the public park <br />option. <br />Pratt reported that the developers have had subsequent <br />meetings with the Vadnais Heights' staff. Pratt felt <br />that before the opportunity passes, Little Canada <br />should enter into a joint powers agreement with Vadnais <br />Heights in an attempt to limit what goes on at the <br />public park. Pratt stated that they have worked with <br />Vadnais Heights for the past several months on the <br />development proposal, and Vadnais Heights is determined <br />to have public access to the lake. <br />The City Planner reported that a city has the authority <br />to say how much park land it wants and where that park <br />will be located. The developer's only negotiating tool <br />would be to say that the property will not develop. <br />Pratt pointed out that the Mitchell property will <br />develop, and this is the City's opportunity to have <br />some say in how the public park will be developed. <br />Pratt indicated that the lake's best use would be <br />non - motorized boats, and he would be in complete <br />agreement with including that restriction in townhome <br />association documents, and informing everyone buying a <br />lot that this is the case. Pratt pointed out that the <br />Vadnais Heights portion of the property is at a very <br />steep grade to the lake and only three lots will abut <br />the lake. <br />Sommer stated that a joint powers agreement between the <br />two cities to control the park land sounded like a good <br />idea to him. Larson agreed. <br />Keis felt that the view of the twin homes from the <br />opposite side of the lake may be more attractive than <br />single - family homes. Keis stated that he shared the <br />concerns about the lake and water quality and public <br />access. <br />The Planner suggested that to have joint control of the <br />park the City may have to revive the committee that was <br />formed to explore the park issue. <br />Page 7 <br />
