MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 10, 1994 <br />park project so that Little Canada has control on how <br />the park develops, especially how the dock on the lake <br />is utilized. Herbst pointed out that if Little Canada <br />gives up this control, decisions for control will be <br />exclusively in the hands of Vadnais Heights. Herbst <br />suggested a joint powers agreement between the two <br />cities, and pointed out that any decisions on how the <br />dock or lake are utilized would require approval of <br />both cities. Herbst asked why control should be in the <br />hands of one city when it can be in both. Herbst <br />reported that Vadnais Heights will support this because <br />the lake access would be centralized and a buffer will <br />be created between the two developments. Both cities <br />will then impact what happens with the park land. <br />Sommer asked if the developers liked the idea of a <br />public park. <br />Herbst replied that their proposal was for a private <br />park and a cash park dedication to both cities. <br />However, Vadnais Heights is insisting on the public <br />park. Herbst again pointed out that a joint powers <br />agreement would provide equal control over the park by <br />both cities. <br />Pratt pointed out that Little Canada could limit the <br />paths to walking trails only, control the width of <br />those trails, limit boat access to canoes or <br />non - motorized craft. <br />Keis stated that his biggest concern was that Vadnais <br />Heights would put a road down to the lake which could <br />be used to bring large boats to the lake. Keis stated <br />that he was not bothered by a public access via a <br />walking trail feeling that this would be a minimal <br />intrusion. <br />Sommer stated that he was worried that a public access <br />would result in the same situation that currently <br />exists at Vadnais Lake and Spoon Lake. <br />Larson pointed out that in the spring there are many <br />cars parked on Vadnais Blvd. and many people fishing at <br />the lake. Larson stated that he did not know why <br />Vadnais Heights would want to bring this traffic in the <br />middle of a premier development. <br />Sommer was concerned about a parking lot on the park <br />property and opening up the lake to the public. <br />Uban described the park that is being proposed by <br />Vadnais Heights. Uban pointed out that if Little <br />Canada entered into a joint powers agreement with <br />Page 6 <br />
