Each has courtyard entrances and <br />the rear yard appearance of a single - family home. Uban <br />reported that empty nesters and people without children <br />are attracted to this type of home. Uban felt that <br />this type of townhome would offer the City more <br />diversity in its housing. <br />Uban reported that a homeowners' association would be <br />formed to control the property. Green area would be <br />maintained as common open space. Homes and green area <br />would be maintained in common and at high qualities. <br />Uban presented a diagram showing the project area and <br />its location lying between Twin Lake on the south and <br />Vadnais Lake on the north. The site in question <br />consists of 17 acres. The proposal involves 26 <br />townhome units or 13 actual structures. Also proposed <br />is a common fishing pier /canoe launch. The setback <br />between townhomes is proposed at 40 feet or more, while <br />code requires 10 feet sideyard setback for <br />single - family homes. The townhome proposal provides <br />more separation and natural area between structures. <br />Setback from the lake would be 100 feet or more. <br />Single - family homes would be required to have a 75 foot <br />setback and half of that amount could be cleared for <br />open yard. <br />Uban reported that the two development alternatives <br />were studied by the developer for this property. One <br />involves development of 20 single - family homes, <br />although density maximums would allow up to 40 homes. <br />Uban described a diagram showing 20 single - family homes <br />on the property. This would involve 11 lots abutting <br />the lake, with 11 private docks. More vegetation would <br />be cleared for yards. More hard surface is required, <br />there would be 20 structures versus 13 under the <br />townhome development. The single - family home proposal <br />would involve less setback between structures as well <br />as to the lake. <br />Keis asked why more hard surface would be required. <br />Uban reported that 2.58 acres of hard surface is <br />required under the townhome proposal, and 3.3 acres <br />under the single - family home proposal.
