DEVELOPED PROPERTY: <br />Developed property is defined as the built up areas of the <br />City where major, undeveloped parcels do not exist as the <br />predominant land use. Due to the difficulty associated with <br />constructing many of these projects, the following guidelines shall <br />be considered to facilitate the most favorable project in terms of <br />equity, price, and convenience: <br />* It is acknowledged that there may be some water main <br />projects that are not feasible to undertake due to a <br />variety of factors including, but not limited to, <br />accessibility to existing water main, topography, <br />coordination with another jurisdiction, excessive costs <br />in relation to property benefitted, availability of the <br />City's share of project costs, etc. <br />* Water main to be constructed under this policy should <br />occur in conjunction with street /road improvement <br />projects to minimize restoration costs and inconvenience. <br />* Projects should be combined to generate appropriate <br />economies of scale in the bidding process. This <br />determination will be made by the City Council based on <br />recommendations from the City Engineer and other City <br />staff. <br />* Assessment rates should not result in lower costs being <br />levied to property owners affected by these projects as <br />compared to past rates assessed within the City.
