MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 10, 1994 <br />It was pointed out that there is currently no public <br />dock on the lake, but there is one proposed in the <br />Vadnais Heights' plan. <br />Dan Larson, resident of Twin Lake Trail, reported that <br />in the Vadnais Heights' plan is a public park <br />maintained by Vadnais Heights and not controlled by the <br />developer. <br />The City Planner reported that Vadnais Heights is <br />interested in public access to the lake, and feels that <br />the development is their opportunity to get that <br />access. Little Canada is less excited about that <br />option. The Little Canada Park Commission has <br />recommended a cash park dedication rather than land. <br />Vadnais Heights is on its own to decide what the park <br />dedication will be for the property in their city. <br />Larson commended the Park & Recreation Commission for <br />their recommendation. Larson pointed out that Twin <br />Lake is on the outskirts of Little Canada, therefore, a <br />park developed on the lake would in reality be a <br />private park for use by the adjacent residents. The <br />rest of Little Canada would not use this park. Larson <br />felt the cash dedication should be taken and that money <br />used to further develop the existing parks in the City. <br />Davison asked if there currently was public access to <br />the lake. <br />The Planner replied that there was not since the lake <br />is currently surrounded by private property. However, <br />Vadnais Heights is planning for public access. <br />Larson pointed out that 70 to 80% of the shoreline is <br />in Little Canada, however, Vadnais Heights has <br />indicated that they can do whatever they want on this <br />issue. <br />Davison asked if there were currently motorboats on the <br />lake. <br />Sommer replied that there were, but that the lake was <br />really not large enough for motors. The lake consists <br />of 37 acres. <br />Dan Herbst, Pemtom, reported that Vadnais Heights is <br />planning for a small parking lot, tennis court and <br />trail down to the lake, as well as a dock on the lake. <br />Herbst reported that they would be willing to give <br />Little Canada the cash park dedication, but suggested <br />that Little Canada and Vadnais Heights work on a joint <br />Page 5 <br />
