MINUTES <br />' City Council <br />Oct. 23, 1985 <br />Cardinal <br />Property <br />(Cont.) <br />Dick Boss <br />Addition <br />Agenda <br />Item No. 7 <br />RESOLUTION NO. 85 -10 -517 - RECITING A PROPOSAL <br />FOR A COMMERCIAL FACILITIES DEVELOPMENT <br />PROJECT GIVING PRELIMINARY APPROVAL TO THE <br />PROJECT PURSUANT TO THE MINNESOTA MUNICIPAL <br />INDUSTRIAL DEVELOPMENT ACT AUTHORIZING THE <br />SUBMISSION OF AN APPLICATION FOR APPROVAL OF <br />SAID PROJECT TO THE ENERGY, PLANNING AND <br />DEVELOPMENT AUTHORITY OF THE STATE OF MINNESOTA <br />AND AUTHORIZING THE PREPARATION OF NECESSARY <br />DOCUMENTS AND MATERIALS IN CONNECTION WITH <br />SAID PROJECT <br />The foregoing resolution was duly seconded by Ms. Nardini. <br />Ayes (5) Blesener, Nardini, Fahey, Collova, Scalze. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 12, Pages 543 thru 546. <br />Mr. Dick Boss III appeared before the Council and stated that as a <br />property owner in the area he feels that there should be access to <br />Rice Street for this property. Boss urged the Council to give this <br />strong consideration. <br />Mr. Fahey suggested that the Iona Lane residents be invited in to <br />the November 13 meeting to discuss not only this proposal but the <br />Rocky Waite proposal as well if Mr. Waite intends to proceed with <br />his proposal. <br />Scalze suggested that the people on County Road C be advised of the <br />meeting as well. <br />Mr. Dick Boss appeared before the Council requesting final plat <br />approval. Mr. Boss reported that some additional problems have <br />surfaced. The first is that Bryan Avenue has about 20 feet of bituminous <br />all of which is located in the southernportion of the 60 foot easement. <br />It appears that about six inches of the blacktop is on Mr. Boss's <br />property. The next problem is that the radius at the corner of <br />Bryan and Jackson encroaches on the Boss property as well. <br />Mr. Boss reported that he will deed the City the <br />return for the City's installing a water stub to <br />that only four water stubs were put in this area <br />proposing five lots. Boss also reported that he <br />City the necessary utility easements. <br />turning radius in <br />Lot 4. It appears <br />and Mr. Boss is <br />is granting the <br />Ms. Nardini asked the City's policy in installing water stubs. <br />The Engineer replied that the City could have installed the number <br />of stubs that were requested by the property owner.
