ti
TO: Little Canada Parke & Recreation Department
Attn: Jim Morelans
-AND-
Little Canada City Council
Attn: Board Members
FROM: Denise Windish; parent of Jeffrey Windish
424 East Cedar Avenue
Fergus Falls, MN 56537
(218) 739 -3196
REGARDING: Use of Pioneer Park for a Benefit SoftballTburnament
and a two -day Beer Permit for this event.
Dear Jim and Board Members:
I would like permission to uGe Pioneer Park on Saturday and Sunday, August 20th & 21st
1994; for a fundraiser.
The event I've selected is a Recreational Softball Tournament. The Tournament will be
"3" games guaranteed, with 1st = 2nd - 3rd - 4th Place trophies and expense monies,
a consolation play -off and trophy and an all tournament beer drinking trophy. The rules,
amp's and player's will be ASA sanctioned and I will be soliciting 32 teams, 16 Men's
and 16 Women's with aproximately 15 players per team roster for a total of 480 players.
I've enclosed .a copy of the tournaments game chart, game schedule and ump's schedule
for your viewing and approval if need be
I would also like the use of the service center at Pioneer Park for a cbnsession Stand;
£ or:: fo olland:•bevetage;:sales.at'-the event. I plan to set -up three tents on the east side
of the park, just to the right of the service center, facing west. I will ue the first
for beer sales, which will be supervised by one to two security guards at all times,
checking ID's and containing beer to the area the second for a display bfrraffW.prizes%
and the third for family bingo.
And last but not least, I'm trying to solicit a few interesting people for a celebrity
game to be held between 1 -4m on Saturday the 20th as a intermission entertainment idea,
plus get some special help for the raffles and grand prize drawings on Sunday the 21st
from 1 -3pm. This is unconfirmed at this time and is intended as an appeal for attracting
teams and guests, it may fall by the way -side; I'll.keep you posted.
Now for the Nitty - Gritty; with all good- intentions comes the reality of responsibility
and liability. For the event I will be purchasing Dram -Shop Insurance through the Huge's
Agency of St Paul and we`re'discosting:tither.pbtebtier insurance, more information later.
Beyond liability caps the responsibility for insuring a safe and fun environmebt "iurall
persons attending this event. My concerns are injuries, drunkiness and crime prevention,
not ment to be all enclouti..ve,'-bbt' high :priorities. Injuries: players play at their own
risk and are encouraged to have team insurance, volunteer nurses will be on -site to assist
with minor srapes, etc. and have First Aid supplies, all players deemed to be intoxicated
will be barred from play (all decisions final) and spectator's will be at safe distances.
Drunki.ness: Beer servers will be asked to monitor drinker's behavior and refuse service
as needed. Crime: St's a fact of life these days where theres people and money theres
crime or the potential for crime, so as a precaution all cash will be managed at one
central location, under security supervision and rmoved from the premises as needed.
PAGE 77
