Ramsey - Washington Metro <br />District <br />May 18, 1994 <br />To: Little Canada Planning Commission <br />Re: Proposed Twin Lake Pines Subdivision <br />:NAY 1 -g 1994 <br />1902 East County Road B <br />Maplewood, MN 55109 <br />(612) 777 -3665 <br />The District recently received a copy of the planning report for this project from Northwest <br />Associated Consultants. In reviewing the preliminary plans, the following general concerns came <br />to mind; <br />Water Quantity The District's policy is that the low floor elevation of homes must be at least <br />two feet above the 100 year flood elevation for adjacent water bodies. Barr Engineering <br />has recently determined that the 100 year flood elevation for Twin Lake is 875.1 ft msl. <br />The District has also identified a potential flooding problem for Twin Lake. <br />The lake has no formal outlet. If the water level of the lake is allowed to get too high and a <br />very large storm were to occur, there is a potential for flooding of adjacent homes and <br />water would flow overland to interstate 694. Because of this potential problem, the <br />District will limit the quantity of water allowed to be discharged into the lake from the sites <br />stormwater system. <br />Water Quality Twin Lake has very good water quality for a lake in the metro area. This is <br />most likely due to the undeveloped nature of the Lake's immediate watershed. <br />Construction of homes on the shores of Twin Lake has the potential to degrade the water <br />quality of the lake. During construction, the District will require strict erosion and <br />sedimentation measures to prevent sediment from reaching the lake. Stormwater from the <br />site will not be allowed to enter the lake without prior treatment; i.e. running the water <br />through the wetland area. <br />The Watershed District will require a permit for this project and will address the above concerns <br />with use of special provisions to the permit. <br />Sincerely, <br />Clifton nger <br />District Administrator <br />Page 18 <br />
