City of Vadnais Heights <br />687 East County Road "F" <br />Vadnais Heights, Minnesota 55127 -7099 <br />Phone (612) 429 -5343 Fax: (612) 429 -8282 <br />May 17, 1994 <br />Joel Hansen <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />Dear Joel: <br />r 0 <br />The Vadnais Heights City Council received and reviewed your letter of April 18, 1994 <br />regarding the environmental concerns of the Twin Lake area and the Mitchell Preserve <br />Plat. <br />The Mitchell Preserve Plat is planned to be developed in three phases according to the <br />developer. The actual location of the park will be determined prior to the second phase <br />which will probably be in about one year from now. I am enclosing a portion of our <br />development agreement on this matter. <br />Vadnais Heights still prefers what we called site C for the park which is within Little <br />Canada's boundaries. We prefer the park to be a joint park between Little Canada and <br />Vadnais Heights and a joint powers agreement be entered into addressing all the <br />environmental concerns. The Little Canada site is the most environmentally sensitive site <br />that meets Vadnais Heights' objectives for a park in that area. <br />If Little Canada does not want a joint park, we could consider a lease or purchase of land <br />within Little Canada with some agreements attached. At a minimum, we will inform the <br />City of Little Canada when these park issues are going to be addressed at the Vadnais <br />Heights Parks and Recreation Commission meeting. <br />Page 19 <br />
