judgments thereon, the anticipated permanent and temporary easements and <br />rights -of -way needed for the construction of the Project. <br />1.2.5. Conduct an initial assessment analysis, if needed, based on current <br />City policy to aid in the Council's evaluation of the project's <br />feasibility. <br />1.2.6. Present the data contained in the Report. to the City Council at <br />public meeting(s) Said presentation is to occur at an informational meeting <br />with the affected property owners as well as a separate public hearing <br />before the City Council with the use of maps and diagrams which depict the <br />nature and location of the Project. <br />1.3. Design Phase <br />Upon receipt of City Council authorization to implement the <br />Preliminary Report, and to proceed with the Design Phase the Consultant <br />shall: <br />1.3.1. Conduct field design surveys, design and prepare detailed working <br />plans and specifications for the Project. During the consideration and <br />preparation of said designer plans and specifications, the Consultant shall <br />periodically consult with the City to insure the City's desires with <br />respect to the Project are being satisfied. Upon completion of the plans <br />and specifications the Consultant shall submit two (2) copies for review by <br />the City five (5) working days prior to review and approval by the City <br />Council at a public meeting. <br />1.3.2. Prepare Contract Documents which shall include construction <br />agreement forms, payment and performance bond forms, general conditions, <br />special provisions, detailed construction drawings, specifications and <br />proposal forms. The Consultant shall furnish the City with a number of <br />said Contract Documents sufficient to provide copies to the number of <br />anticipated bidders. Said contract documents shall be in a manner and <br />formed which is approved by the City Attorney. <br />Page 78 <br />
