MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1994 <br />Garske reported that he reviewed the Council minutes <br />regarding the community survey discussion. Garske <br />expressed concern about the Council's position on <br />giving renters in the City an equal voice to property <br />owners. Garske felt that the opinions and concerns of <br />people paying property taxes in the City should carry <br />more weight than those of the rental population which <br />is transient. <br />Keis agreed. <br />COMPREHENSIVE The City Planner submitted a report on the <br />PLAN Comprehensive Plan which provides a conceptual outline <br />of the Comprehensive Plan Tactics phase. The Planner <br />noted that attached to the report is a map suggesting <br />planning districts. The Planner asked that the <br />Commission review this information and be prepared to <br />discuss it at its July meeting. <br />Garske suggested that the property along Rice Street <br />should be a district of its own. <br />Keis pointed out that property a block or two off Rice <br />Street typically becomes residential. <br />DeLonais pointed out that proposed District #4 includes <br />School District property as well as a good deal of <br />residential property. <br />The City Planner suggested that the Commission review <br />this information, pencil in any changes they feel would <br />be beneficial, and be prepared to discuss their <br />suggestions at the next meeting. <br />PRELIMINARY The Commission began review of a Preliminary Plat for <br />PLAT & the Twin Lake Pines Addition which includes 14 single - <br />CUL DE SAC family lots as well as an outlot. <br />VARIANCE <br />TWIN LAKE Howard Remerowski reported that the property owners <br />PINES along Twin Lake would like to see something in the <br />Development Agreement for this plat defining the <br />control of Outlot A. Remerowski reported that the City <br />of Vadnais Heights has a public park proposed adjacent <br />to Outlot A. Therefore, there is some concern about <br />the use of the outlot. Remerowski reported that at the <br />Park & Recreation Commission meeting Mr. Pratt <br />5 <br />
