MINUTES PLANNING COMMISSION JUNE 9, 1994 Garske reported that he reviewed the Council minutes regarding the community survey discussion. Garske expressed concern about the Council's position on giving renters in the City an equal voice to property owners. Garske felt that the opinions and concerns of people paying property taxes in the City should carry more weight than those of the rental population which is transient. Keis agreed. COMPREHENSIVE The City Planner submitted a report on the PLAN Comprehensive Plan which provides a conceptual outline of the Comprehensive Plan Tactics phase. The Planner noted that attached to the report is a map suggesting planning districts. The Planner asked that the Commission review this information and be prepared to discuss it at its July meeting. Garske suggested that the property along Rice Street should be a district of its own. Keis pointed out that property a block or two off Rice Street typically becomes residential. DeLonais pointed out that proposed District #4 includes School District property as well as a good deal of residential property. The City Planner suggested that the Commission review this information, pencil in any changes they feel would be beneficial, and be prepared to discuss their suggestions at the next meeting. PRELIMINARY The Commission began review of a Preliminary Plat for PLAT & the Twin Lake Pines Addition which includes 14 single - CUL DE SAC family lots as well as an outlot. VARIANCE TWIN LAKE Howard Remerowski reported that the property owners PINES along Twin Lake would like to see something in the Development Agreement for this plat defining the control of Outlot A. Remerowski reported that the City of Vadnais Heights has a public park proposed adjacent to Outlot A. Therefore, there is some concern about the use of the outlot.
