Hanson <br />At the last Council meeting, the staff was instructed to obtain information <br />on a number of issues. The results of that research are as follows: <br />* According to Dan Soler of Ramsey County Public Works, the cost to <br />install a stoplight at Demont and Rice Street is estimated between <br />$80,000 and $85,000. MNDOT would pay two /thirds of the cost and the <br />City would be responsible for the remaining one /third. ($26,500 to <br />$28,000). MNDOT would require a study to determine if a stoplight is <br />in fact warranted at that location. Issues to be evaluated would <br />include accident history, impact on existing traffic, and planned <br />usage. If the stoplight is warranted, it would have to be programmed <br />for construction into future budget years. <br />Mr. Soler questioned the impact the traffic light would have on <br />Jackson /Old County Road C /Lakeshore as well as Little Canada <br />Road. He stated that trips routes are generally determined based <br />on time and distance. He doubted these factors would be impacted <br />by the placement of this stoplight. He also eluded to the same <br />comments made at the Council meeting regarding the number of <br />signal lights one would have to utilize to access I35 via Rice <br />Street. <br />* The smart van operated by Ramsey County Sheriff's Department has <br />been placed on Jackson Street the past couple of days. The data <br />collected has not been received as of the date of this memo. It <br />should be available for Wednesday's Council meeting. <br />* Installation of the stop signs at Lake Street and Jackson is in <br />progress. The 48 inch stop signs are a special order item and <br />have not been received as of yet. It is expected they should be <br />delivered within the next week and installation will proceed <br />immediately. <br />Another issue to be addressed is the need for curb and gutter on this <br />section of roadway. We have requested information from a couple of <br />different sources which may help evaluate the benefits of this type of <br />Page 60 <br />
