improvement. However, that information has not been received as of the <br />date of this memo. It is staff's opinion that curb and gutter should be <br />installed on this roadway for the following reasons: <br />* Provides for the defined drainage along edge of roadway. <br />* Protects edge of roadway from breakup. <br />* Protects sub -base along edge of roadway from saturation by <br />providing for positive drainage through the elimination of <br />standing water along the roadway. <br />* Improve esthetics through the elimination of ditches and the <br />creation of a defined roadway. <br />* In this case, the curb and gutter may actually serve to reduce <br />speeds; especially at the two 90 degree corners. In the attached <br />diagram prepared by David Harris of the Public Works Department, <br />you will note that paved surface at the two corners is in excess <br />of 34 feet. Coupled with the fact that people have been known to <br />drive off the paved surface to make this corner, the radius is <br />much wider than what would exist with a 32 foot wide roadway. <br />Furthermore, the existence of curb and gutter would provide a <br />barrier (visual and real) for people making this turn which <br />should force them to reduce their speeds in order to avoid <br />hitting the curb. <br />We do have some pictures of this road section which indicate some breakup <br />of the roadway edges as well as standing water in certain locations. While <br />the costs of curb and gutter are approximately $12.00 for assessible lineal <br />foot for this project, it is my opinion that the benefits far outweigh the <br />costs in terms of value for the property owners and the City. <br />One other issue which should be addressed if the project is to be ordered <br />is the depth of the existing water main at Jackson and Old County Road C <br />given the past projects which have occurred in this area. We need to <br />ensure that the water main will still be provided with adequate cover given <br />this pending improvement. <br />It would be the recommendation of staff that we proceed with the <br />improvement of Jackson /Old County Road C /Lakeshore as proposed by the City <br />Engineer with the understanding that assessments to be levied are not to <br />exceed benefits received. This action is consistent with how we handled <br />the Lake Street project as well as with City policy and past actions.
