MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 2013 <br />Little Canada, the Council would be likely to raise the limit in liquor <br />licenses, as an example. <br />Montour pointed out that no one has made application for an off -sale <br />license, and suggested that if a request were made for a liquor store on the <br />east side of the freeway, he would see no reason not to issue a license <br />provided all zoning requirements are met. <br />The City Clerk explained that technically the Moon Bay license is still <br />active given the space has not been rented to another user and the City has <br />not received a notice that Liquor Liability Insurance has been cancelled. <br />The Clerk also explained that a liquor license is specific to the individual <br />holding the license as well as to location. <br />Blesener suggested that no action was necessary at this time given there <br />are technically three off -sale liquor licenses issued. The Council agreed. <br />UPGRADE The City Administrator reviewed the Finance Director's report dated <br />SPRINGBROOK October 2, 2013 recommending that the City upgrade its Springbrook <br />SOFTWARE financial and utility billing software. It was noted that there have been <br />numerous updates in this software since the City purchased it. The <br />Director is also recommending that the upgraded software include the <br />payroll package, and that payroll processing be brought back in- house. <br />The City currently uses ADP to process its payroll. The cost of the <br />upgrade for consulting, training, and data conversion is $15,200, which <br />includes a $2,000 charge for payroll. Springbrook will allow the City to <br />spread this cost over a three -year period, interest free. <br />The Administrator noted that over the past three years, the City averaged <br />$6,650 per year in charges from ADP. The Finance Director has reported <br />that processing payroll internally will result in only a minimal increase in <br />staff time, given staff is already compiling and entering payroll data. <br />There will also be a savings in staff time as Springbrook will populate <br />payroll data into the accounting system versus staff currently making <br />payroll journal entries into the financial software. The Administrator <br />noted that the Finance Director has reported that the City's software <br />maintenance fees will not increase if payroll is brought in- house. Thus, <br />the result will be a cost savings to the City. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -10- 187 — APPROVING THE UPGRADE OF <br />THE CITY'S SPRINGBROOK SOFTWARE AND THE PROCESSING <br />7 <br />
