MINUTES <br />PLANNING COMMISSION <br />OCTOBER 10, 2013 <br />would allow free book exchanges on public property as an accessory <br />structure. He noted the conditions outlined in his October 4, 2013 report <br />relative to this use. <br />Vicki Marlowe, Little Canada Book Club, indicated that they are making <br />this proposal to encourage literacy and reading. Marlowe stated that the <br />book club is hoping that they would have input into where the book <br />exchange would be located. Their hope would be that it is easily <br />accessible to senior citizens who are no longer driving as well as to <br />children. She indicated that there are 10 members of the book club, and <br />felt that they would be able to monitor the book exchange. <br />Schwalbach felt the book exchange was a good concept provided that it <br />was located in the right place and was maintained. Duray asked about <br />locations. The City Planner indicated that there are many properties in the <br />City that are zoned Public, for example City building locations and park <br />properties. The Planner stated that the City could work with the book club <br />to determine a location that was visible and less likely to be vandalized. <br />Schwalbach asked about locating a book exchange on private property. <br />The Planner noted that restricting these to public property allows the City <br />to manage the exchange in the event they become a code enforcement <br />issue. The process to do so would be more cumbersome if the book <br />exchange were located on private property. <br />Fischer stated that he supported the amendment provided the book <br />exchanges were limited to public property, at least until the City has more <br />experience with this use. Marlowe stated that the book club was in <br />support of that, and indicated that they were open to suggestions for a <br />specific location. The City Planner again noted that there are many <br />publically -zoned properties in the City. Another example is the Market <br />Place pond property that is near senior housing complexes. <br />Maleitzke recommended approval of the Amendment to the Public Zoning <br />District allowing public book exchanges as an accessory use to other <br />public principal uses subject to compliance with the recommendations of <br />the City Planner as outlined in his October 4, 2013 report. <br />Motion seconded by Schwalbach. <br />Motion carried 6 — 0. <br />MET The City Planner reviewed his October 4, 2013 report relative to the <br />COUNCIL Metropolitan Council's preliminary population projections for 2040. <br />POPULATION He noted that Met Council's projection for Little Canada for 2040 is <br />-8- <br />
