MINUTES <br />CITY COUNCIL <br />OCTOBER 16, 2013 <br />She pointed out that at a neighborhood hosted by Maplewood, it was <br />indicated that this was a Little Canada decision. <br />The Maplewood Engineer reported that Maplewood intends to add <br />sidewalk along the north side of County Road B in Maplewood and trail <br />section along the south side. Any properties in Little Canada would be <br />Little Canada's decision whether or not to add sidewalk. Blesener asked <br />that the City Engineer look at this area and determine whether or not <br />sidewalk would be viable. It was noted that Maplewood's proposed trail <br />on the south side of County Road B may provide adequate pedestrian <br />opportunities in this area. The City Administrator reported that sidewalk <br />on the north side of County Road B is not a part of Little Canada's <br />sidewalk and trail plan, and pointed out that the City has some higher <br />priority areas. <br />Blesener noted that Little Canada has approved the improvement project, <br />and it Maplewood proceeds with the project, Little Canada will hold an <br />assessment hearing next fall. He also noted that based on the property <br />owners' preferences, the detachment /annexation issue will not move <br />forward. <br />The City Administrator encouraged the Little Canada residents to attend <br />Maplewood's plan review meeting so that they can review and comment <br />on the impact of the improvement project on their properties. <br />ASSESSMENT Mayor Blesener opened the Public Hearing to consider adoption of <br />HEARING- assessment for the Little Canada Road improvement (from I35E to <br />IMP. NO. Edgerton Street) by reclamation of existing bituminous surface, the <br />2012 -06 addition of concrete curb and gutter, the addition of sidewalk and storm <br />LITTLE sewer improvements. <br />CANADA <br />ROAD The City Engineer reported that the project is 60 to 65% complete, and <br />described the status of the improvement. The Engineer indicated that <br />assessment of costs must occur at this time in order to give property <br />owners 30 days to pay their assessment without interest before assessment <br />balances are certified to Ramsey County for collection with property <br />taxes. <br />The Engineer reviewed the project costs noting that the low bid was higher <br />than the feasibility estimate. The Engineer also noted that due to the <br />unique nature of the project (combination of mill and overlay, reclamation, <br />and reconstruction), City staff is proposing that 50% of the costs be <br />assessed.
